following individual’s and agencies are guilty of one or more of the following
accusations: Conspiracy; Libel Slander;
violations of (NCIC) National Crime Information Center requirements; Discrimination;
Unethical practices as outlined in the South Carolina State oath of office
requirements and cover up to protect the guilty. The names have not been changed to protect the
GUILTY. All accusations are based on facts and supported with undisputed documentation.

The following letter
to Governor Nikki Haley will give the basics of my factual allegations.

RE: South Carolina Watergate (Cover-up)
Dear Governor Haley,
This is a follow up letter in reference to
the18 page letter I wrote to you on January 20, 2010. You did not respond in
writing or set an appointment to meet with me to verify all allegations
made by me. I can only
assume that you considered all of my allegations as Governor and as Chairman of
the Board of Coastal Carolina University to be unimportant and without merit.
In
your defense, maybe I
was not specific enough as to the allegations. Hopefully this letter will be
specific enough so that you will no longer ignore any of my allegations.
Everything in this letter
is the result of Pat
West (Director of CCU Human Rights Department) to cover up the lies of Denise
Davis. Pat West agreed with another staff member (Lamonica Yates) that there
were
different degrees of
lying and the lies told by Denise Davis were not that serious. I consider her
lies to be extremely serious.
1) I personally gave The Honorable Governor
Mark Sanford hundreds and hundreds of pages to support my allegations of
corruption in the Department of Public Safety at Coastal Carolina
University. Governor
Sanford decided after going over the documentation there was enough prima facie
evidence to have my allegations investigated by SLED. This was the beginning of
the
Cover-Up.
2) A copy of the report was given to the
Sheriff’s Office and was given to Sanford Graves (Assistant Solicitor at that
time) Mr. Graves told Lawrence E. Gainey Jr., (SLED- Chief of Staff)
that he had met with me
in person and concluded that no criminal violations had been committed. This is
a lie as I have never met with Mr. Graves at anytime. The only thing I know
about Mr. Graves is
that he is no longer in the Solicitor’s Office.
3) This was stated in a letter from Mr. Gainey
Jr., to Governor Mark Sanford prior to a phone call from Mr. Sanford many weeks
after this letter was sent to Governor Sanford. This can be
verified by my
neighbor, John Benning.
4) After reading the letter Mr. Gainey Jr., had
written to Governor Sanford, I wrote Mr. Gainey another letter and included
documentation as to numerous policy violations in the Police Department at
Coastal Carolina University. SLED is solely responsible to certify dispatchers
to have access to National Crime Information Center (NCIC). David Roper (Retired SLED
Lieutenant), currently Chief of CCU police department, allowed
non-certified dispatchers full access to the NCIC data base. SLED is
responsible to see that dispatchers are certified and are responsible to see
that compliance is enforced. Mr. Gainey Jr. responded to my letter, that all
police agencies which
advised me that SLED was responsible to investigate corruption of any police
department of policy violations including NCIC were in error. Mr. Gainey stated
SLEDdoes have the authority to investigate policy violations of another police
department by a South Carolina Statute as certain polices are generic only to
SLED. I assume the oath of office a police officer takes in the State of South
Carolina is generic to each police department individually.
5) I spoke with Assistant Solicitor Scott Hucks
on the phone after I was issued a written warning for trespassing on the CCU
campus by Lieutenant Steve Valenti. I advised Mr. Hucks that in reality I had never been on the campus
and was driving on a state road at the time I was stopped. This was posted on
the internet as trespassing by an unwelcomed person. Mr. Huck’s response,
“maybe Lieutenant Valenti thought you were going to drive onto the campus.” I
consider this to be an unprofessional statement for a person in Mr. Huck’s
position as an Assistant
Solicitor.
6) I met with Assistant
Solicitor, Scott Graustein, to file a complaint against David A. DeCenzo
(President of CCU) for filing a false police report of a crime. Mr. DeCenzo
accused me of making threats
against him that may cause him bodily harm. Mr. DeCenzo also accused me of
unlawfully communicating with him (Section 16-17-430, Unlawful communication).
I also wanted to file a
complaint against Mr. DeCenzo for fabricating and falsifying an email and
signing my name to it. Mr. DeCenzo entered the email as evidence in my sworn
deposition to show
that I had harassed him. Mr. Graustein agreed that these were criminal
violations. Mr. Graustein stated even though these were criminal violations, it
would be unethical for the Solicitor’s
office to investigate criminal violations at this time, due the pending civil
litigation. I assume this is generic only to the State of South Carolina
Solicitor’s office.
7) I filed a written
complaint with Solicitor Greg Hembree alleging the same complaints as discussed
with Assistant Solicitor Graustein. I gave Mr. Hembree several documents to
prove all of my allegations. I left 3 or 4 messages with his secretary,
Rebecca, for him to call me. He never contacted me. Finally, I called and he
spoke with me. I told him that I would like to meet with him and give him additional documentation and
provide him with the names of several individuals which would prove all of my
allegations beyond a reasonable doubt. Mr. Hembree advised me that he had read my report and declined
to meet with me. He considered the case closed with the following quote. “It would
be a waste of taxpayer dollars, because we have 3,000 more serious crimes in the county to investigate.” He advised me to contact SLED and the FBI.
8) Summary of Solicitor’s
office cover up: Ex Assistant Solicitor Graves lies to Mr. Gainey
Jr., Chief of staff (SLED). Mr. Gainey Jr., lied to the Honorable Governor Mark
Sanford. Assistant Solicitor
Scott Hucks knows what Lt. Valenti is thinking and anticipating. Assistant
Solicitor Graustein believes it is unethical to investigate a crime because of
an ongoing civil litigation. Solicitor
Hembree determines which crimes are important enough to investigate as not to
waste taxpayer dollars.
9) The Honorable Larry B. Hyman Jr.?, Circuit
Court Judge of Horry County should have voluntarily
recused himself from hearing the case on March 12011 for the following
reasons: We were both members of the Woodberry Hunt Club for 2years and did
quite a bit of socializing. The spouse of a CCU faculty member called me after
learning Judge Hyman was going to hear the case. “Chuck, Larry
may have been a good drinking
buddy, but he is definitely not going to be your friend in court against CCU.” Judge
Hyman knows several individuals named in the lawsuit quite well. Judge Hyman stated that the sanctity of the court gave attorney Henrietta
Golding IMMUNITY to knowingly give false testimony before the court.
I have read the oath of office taken by an attorney many times, nowhere is it stated, that an attorney is granted IMMUNITY to
knowingly make false statements to the court.
10) On June 6, The Honorable Benjamin J.
Culbertson?, also stated that Henrietta Golding had IMMUNITY. My
undisputed documents entered into evidence proved that she had given false testimony both to the court and in a letter she
wrote to the South Carolina Human Affairs Commission.
11) I filed a complaint with the South Carolina
State Ethics Commissions. This is quite a misleading title, by statute they do
not the authority to investigate any ethics violations as outlined in the oath that all South Carolina State
employees take. This is verified by a letter I received from Mr. Herbert R.
Hayden Jr., Executive Director. “I have reviewed the complaint and the attached documents you recently filed with
the State Ethics Commission against Mr. David A. DeCenzo. As serious as your
allegations may be, I fail to see any action described which would constitute a State ethics violation. The
jurisdiction of the Commission is limited to the
enforcement of the Ethics Reform Act, Section 8-13-100, et. Seq., Code of Laws
for South Carolina, 1976, as
amended. This statute pertains to use of public office for personal financial
gain, financial disclosures by public officials, members and employees,
campaign finance practices,
and lobbying activities. Please refer to Section 8-13-700 for the Rules of
Conduct for public officials and employees.” It is quite obvious the oath of
office taken by state employees
is totally meaningless
and a waste of tax payer dollars to put it in print and to require any state
employee to sign it.
12) The Fox News Network slogan “fair and
balanced, we report you decide”, very misleading. WRNN, the local radio station is a subsidiary
of Fox News and hosted by Steve Porter and Dave Priest. Steve Porter states on
the air often, “give us a call, we talk about anything and everything.” Since
this does not apply to discussions about CCU, also misleading. I spoke with Dave Priest, once in person and several times on the telephone to
allow me to discuss the corruption at Coastal Carolina University. He refused
to allow me to discuss anything on the air about CCU.I sent both of the
numerous emails and gave Dave Priest in person documentation in person to
substantiate and prove all of my allegations. I continued to send Steve Porter
documentation thru email as he declined to meet with me personally. The last
email I sent to Steve had quite an unexpected reply, “take a hike” He then blocked all future correspondence from me to
his email account. Is it possible their gratuities and personal association
with individuals at CCU out way their obligations to report the truth?
13) Governor Haley, I know you read the previous
letter dated: January 20, 2010. I received a phone call from one of your staff
members. She advised me, you did not feel anything in the letter needed to be addressed by the Governor’s office.
She told me, that only my allegation of discrimination needed to be addressed,
but not by the Governor’s Office. She advised me to contact the South Carolina
Human Affairs Commission. Governor Haley, is this you consider LEADERSHIP BY
EXAMPLE and transparency? You took an oath of office to represent all citizens
residing in the State of South Carolina, not just the dishonest and corrupt citizens. I am going to do my part to
see that you are a one term Governor. As to date, you are definitely one of
“The Good Ole Boys.” Hopefully, in this case, “the
pen will be mightier than the sword.”
I will continue to
investigate the corruption and cover up by you as the Governor, and as Chairman
of the Board of Coastal Carolina University, approving Mr. DeCenzo’s new 5 year contract to add more corruption to the University.
